Mission focused Leader and Manager with 30 years’ professional experience that includes 20 years executing DOE Contractor responsibilities, obligations, and activities at Rockwell/Westinghouse Hanford, Battelle Memorial Institute (BCO), Fernald Cleanup Site, and Pacific Northwest National Laboratory (PNNL) and 10 years in Private Industry and Commercial Nuclear Power. Possessing a strong background in Radiochemistry, Health Physics, Program Management, and Integrated Safety Management. Recognized for Radiochemistry Operations the DOE Ohio Field Office for effective management, efficiency, and fiduciary responsibility.

 

Team Building and mentoring staff for leadership increases individual employee ability, overall efficiency, instills ownership and reduce attrition of personnel. Mentoring staff ensures a clear vision of the goals and makes the common ground achievable for an overall successful mission. Project Management skills include designing and assembling three separate Radiochemistry laboratories and one advanced counting facility which included procurement of instrumentation, coordinating with internal and external agencies for installation, building facilities, training personnel and certifying laboratory for use with local regulating agency. Many of the laboratory projects were between three and five million dollars with sustained annual cost for operating budgets over ten million dollars. 

 

Projects developed and managed skills include:

 

  • Mission Support Test Service Develop Nuclear Measurement Test program for use of recently acquired gamma and neutron detection instrumentation. To include coordinating installation, operational and QA acceptance.
  • Encore Uranium/URI leadership for Radiological Controls for shipping, training, and mentoring Health Physics Technician.
  • Mission Support Test Services initial project is to ensure a successful transition of dosimetry systems while maintaining accreditation with DOE Laboratory Accreditation Program. Coordination with external clients, DOE and internal stake holders. Contracted services and development of scope and award criteria performed. Instrumentation updates and installation of 12 Mirion Technologies Gross alpha/beta model 6LB counters, procurement of 120 handheld field instruments for upgrade of capabilities and replacement of dated instrumentation.
  • Pantex site procured and replaced over one million dollars in stationary equipment which included coordination with internal and external personnel and acted as Site Technical Representative for each contract and project.
  • Battelle Memorial Institute redesigning and developing processes to run Radiochemistry laboratory, train personnel in operation and quality control. This included project and annual budgetary fiduciary, procurement of multi-million dollars in instrumentation, facility redesign and regulatory permitting.
  • Fernald Ohio OU-1 project design, build and develop a full-service Radiochemistry laboratory on-site with limitations. Worked with union personnel to accomplish tasks, operate within Fernald Safety program and facilities for ensuring proper build and execution of laboratory process.
  • Bechtel Hanford design, develop and manage an advanced count room. This included open communication with field projects, DOE clients and inter comparison testing for operational excellence.
  • International, Ipoh Malaysia. Design, develop and train locals to run a Radiochemistry laboratory for detection and quantification of Natural Occurring Radioactive Materials. Communications was essential as culture and regulatory requirements were not fully in place and often had to be negotiated with the Malaysia States local technical experts for acceptance.

Established Vision; Planned and Executed a Chlorination System for continued plant operations to clean

cooling towers. Research, identified, justified, procured, and installed continuous treatment system to reduced organic contaminates in plant effluents while maintaining regulatory requirements with both State and Federal limits. Skills required financial justification, engineering and plant safety committee acceptance, authoring contracts and procurement documents. The installation reduced overall labor and chemical usage saving the department’s annual budget over $100K/year.

Audits and Inspections: Engaged in regulatory and oversight activates such as Institute of Nuclear Powers

Designed and Maintained annual budget of $11.5 million dollars for chemical, consumables, and salary for department. Fiduciary value was necessary during this period as budget constraints mandated a reduction to accommodate austerity measures supporting plant operations.
