Police Experiences with TOPOFF 2

TOPOFF 2 was a full-scale drill involving the detonation of a radiological dispersion device in Seattle, Washington. This presentation is a review of the TOPOFF experience from a participant in the action, a precinct incident commander in the Seattle Police Department. This talk provides a review of the preparation and planning for the event, the production of the drill, and issues involving security and credentialing. It provides a review of the response to the simulated explosion and dispersion of the material, experiences in dealing with the "media" covering the event, and the lessons learned. Unlike earlier HPS presentations on this event, the speaker brings the perspective of a law enforcement first responder and he discusses his experiences with interfacing with various professionals who were involved in support and other activities.
