The Environmental Protection Agency's Web site has a number of publications on it that will give you information on radon in air and water.
In particular, for information on the emanation of radon from soil to indoor air you can find a detailed paper, "Site Specific Protocol for Measuring Soil Radon Potentials for Florida Houses," by doing a search on "radon emanation" on the site and clicking on #22. For information on radon in drinking water go to Proposed Radon in Drinking Water Rule and Radon in Drinking Water, Risk Assessment By the National Academy of Sciences.
