The following question was answered by an expert in the appropriate field:

Q
Where can I obtain a copy of NUREG/CR-4007?
A
The US Nuclear Regulatory Commission (NRC) mails draft versions of the documents (such as NUREGs) that are requested by the public if they meet a standard in which NRC bases the issuance of all final agency documents to the public. The guidelines NRC uses when issuing final-version documents to the public is for (1) those entities or individuals who belong to, or are associated with, a learning institute, (2) a foreign government, or those who are in a foreign country, (3) those who are in an agency of the US Federal Government, (4) a contractor associated with the NRC, or (6) an NRC licensee. Those requesting final versions (such as NUREG/CRs) who don't meet this requirement will be deferred to our PDR (Public Document Room) or will need to go thru GPO (The Government Printing Office) to get their documents at a cost.

For requesting final-version NRC documents, members of the public can contact NRC's PDR, the GPO, or the National Technical Information Services.
