The Section Board met on Tuesday prior to the technical session. All of the topics discussed were also presented at the general meeting. The draft minutes may be found below. Please email me (schwahn@jlab.org) with any corrections. Oh, yes - congratulations to all of our new officers!

Carter Ficklen moved that the minutes from the 1998 meeting be accepted. The move was seconded and accepted by the membership.

Gerry Fallon presented the statement of income and expenses as of April 30, 1999:
Dues received: $600
Expenses: $60
Account Balance: $6865.11
We have not received our interest from Burk yet, and it sounds unlikely that we will get it from past years. Carter Ficklen will need to take action next year to ensure that the $2k that was voted a couple years ago to donate to the Moyer fund actually gets paid.
++++++++++++ Newsletter ++++++++++++
Elaine Marshall indicated that the IARPE Newsletter may get a permanent home at the HPS web site. Tracy Tipping is looking into it. She expressed that it has become more difficult to get submissions. Elaine's survey of members, however, indicated that people prefer bimonthly newsletters, and continuing to send via email.
++++++++++++ Moyer Award ++++++++++++
Steve Musolino indicated that the Board had discussed for some time the history of the award, and the way it was administered. Ralph Thomas had sent the Moyer award material to Steve, and we discussed what to do with it. We were not certain where to let the award reside. Joe McDonald's action was to contact Ralph and the Society Historian, Syd Porter. After the meeting, Joe McDonald spoke with Syd and it was agreed that the Section should maintain the artifact. The current President shall be the repository.
++++++++++++ Erice Meeting ++++++++++++
Vashek spoke of Erice, and the potential accelerator education series there (Italy). Some money was earmarked by the EU, but it dried out after a period of time. Vashek indicated that they are once again ready to finance, but the request must come in from an EU country. It was also noted that there were new Directors of the "School of Radiation Damage and Protection", Klaus Goebel and Helmut Schoenbacher. Vashek and Graham Stevenson will be co-directors. CERN will do the proposal and officially request money from EU. The officer at the EU agency who would attribute the money is Hans-Georg Mensel. He is aware of our project and sympathetic to it. However, if he moves to CERN (taking over for Manfred Hoefert) we need to get in touch with his successor. 2001 is the new target date.
++++++++++++ Rejected Journal Article ++++++++++++
Regarding the HP Journal article that was rejected, Ken Miller said we could resubmit it, but cited problems like references to a draft NCRP report. Steve Musolino and Bob May will re-review it, and Jefferson Lab's Technical Editor will also review it.
++++++++++++ Fees for Non-affiliated Section Members ++++++++++++
The Section Board agreed that $10 was a reasonable fee for unaffiliated membership into the Section. All agreed that it is important for us to encourage HPS membership however. Scott Schwahn said he will follow up with the Secretariat to see how coordination will work.
++++++++++++ Selection of Nominee for IRPA Delegation ++++++++++++
Ralph Thomas was nominated to be the Section's nominee to IRPA, with Steve Musolino as a backup if Ralph declined.
++++++++++++ Bylaws Revision ++++++++++++
Carter Ficklen, Section Parliamentarian, agreed to review the bylaws for possible errors in wording and format.
++++++++++++ New Business ++++++++++++
Lorraine Day suggested that we publish an updated email list for the section once per year. Scott Schwahn indicated that he would see if the ACCSEC distribution list is open for any member to use the "who" command, but in any case, since the information is publicly available from the HPS Membership Handbook, he could send out the information via email.
Lorraine Day proposed that the Section set aside a $100 honorarium for the best student paper dealing with accelerators. After some general discussion about how to judge, previous student awards from the section, etc., the proposal was tabled for further discussion.
George Anastos, our HPS Board liaison, encouraged the Section to share its history with the Society Historian, Syd Porter. He also made a plea for us to review the HPS Strategic Plan and provide input.
