Description: The Associate Director for Environment, Safety and Health directs a staff of 75 professional, technical, and administrative employees. The Associate Director is a member of SLAC's senior management team, which is responsible both for the development of general Laboratory policies and for policies and plans to meet SLAC's obligation to operate in a manner that protects the health and safety of workers and the public and that protects the environment. The Associate Director represents SLAC's environment, safety, and health programs to SLAC, Stanford University, the public, the Department of Energy, and concerned regulatory agencies.
Duties:
1. Direct the activities of SLAC's Environment, Safety, and Health (ES&H) Division, a 75-member organization comprising five departments and a division office and having an annual budget of approximately $12.5 million. The division's activities include the following:
2. Promote continuing improvement in workplace health and safety and environmental protection.
3. Monitor the development of decentralized programs that are implemented by the line with the support of the ES&H Division.
4. Stay abreast of developments and changes in ES&H requirements affecting SLAC and lead the development of Laboratory policies, programs, and standards for implementing those requirements.
5. Oversee the provision of ES&H services to the laboratory in those areas where it is appropriate for the services to be performed centrally rather than by the line organizations. These include hazardous and radioactive waste disposal, radiation dosimetry, operation of the on-site medical and fire departments, and design of radiation shielding for experiments and new facilities, industrial hygiene, construction safety, air quality, water quality, environmental restoration.
6. Oversee and facilitate the conduct of research in areas relating to ES&H that will contribute to the laboratory's and the scientific community's understanding of ES&H issues as they affect research programs.
Level of Responsibility/Functional Relationship to Other
SLAC Organizations:
1. The Associate Director for ES&H is one of six associate directors of SLAC, all reporting to the Director, who in turn reports to the President of Stanford University. As a member of the SLAC directorate, this position advises and supports the Director in overall Laboratory management.
2. Although the SLAC Director is ultimately responsible for assuring compliance with applicable ES&H requirements and for promoting a safe and healthy workplace, the Associate Director for ES&H is the Director's principal agent for planning, implementing, and/or overseeing the programs necessary to maintain those conditions.
3. Along with the other Associate Directors, serves on the ES&H Coordinating Council (ES&HCC). The role of the ES&HCC is to recommend ES&H policy to the Director and to oversee and facilitate implementation of ES&H programs site-wide.
Nature and Extent of External Contacts:
1. Maintains close working relationships with the local and national offices of the Department of Energy (DOE), frequently representing SLAC to the DOE in ES&H matters.
2. Keeps the Stanford University Dean of Research apprised of key events and the status of ES&H programs at SLAC and serves as a member of the University Committee on Health and Safety.
3. Maintains close working relationships with counterparts at other national laboratories, particularly high-energy physics laboratories.
Qualifications:
1. Significant managerial experience leading technical experts in the design and implementation of programs in a research environment.
2. Demonstrated ability to exercise executive-level leadership for programs, budget, personnel, and facilities responsibilities.
3. Demonstrated experience in policy and program development.
4. Proven ability to exercise independent judgment in situations of ambiguous or unforeseeable outcomes or emergencies.
5. An advanced degree in a scientific field or equivalent practical experience.
6. Demonstrated excellent verbal and written communication skills.
7. Experience in working with environment, health, or safety laws and with regulatory agencies is highly desirable.
8. Experience in environmental, safety, or health fields is highly desirable.
9. Experience in working with Department of Energy requirements is highly desirable.
SLAC is located on 426 acres of Stanford University property, just three miles west of the main campus. The main entrance to the facility is on Sand Hill Road, just east of Interstate 280.
